who is responsible for the plan underwriting and plan administration services.

In the spring of 2005, Open Asset Management Co. (Open Asset) recognized the lack of an affordable health insurance program for North Carolina Community College Students. With this in mind, Open Asset began to assess the North Carolina Community College System (NCCCS) for a potential statewide student benefit program. The process began with an evaluation of all major national carries in the following areas:
1. Experience in underwriting student health related products and services
2. National network capability with a strong local network in North Carolina
3. Pricing and the ability to support the benefit plan through multiple renewals
4. Innovative Customer Services Models with “real” time access to date
5. Commitment to local community development and minority initiatives
